Please,
if you send message or call someone whose phone is Off, once is puted on On , the person receives missing SMS and calls?

SMS have a validity time so won't be delivered after they've expired. If the other party turns his phone on withing the valid period the message will be delivered.
Missed calls whilst the phone is off won't show as a rule but things like Skype calls will appear.
