Are mobile phone sets available on contract?

I still have not bought a local Turkish SIM. Planning to head out tomorrow to purchase one. Would also like to buy a new phone set. Can anyone recommend the best mobile telecom service provider? And also tell me if mobile phone sets are available on contract? For example, in Switzerland, it was possible to purchase a new Iphone on a two year contract by paying 99 CHF upfront and 45 CHF every month as part of a post paid package for 2 years. At the end of two years, the phone would be unlocked and be your property.

Is there something of this sort in Istanbul?

They do not sell mobile phones to foreigners on contract. they do sell this way to turkish citizens only.
