Hi and welcome to the Forum.

I'm assuming that you are in fact a US citizen and over 21 years of age. If so, in addition to what Cheryl has said, the first hurdle you will have to cross is to prove that "You have a long-term, exclusive relationship with your partner. Or you are married or in a registered partnership."; that's a direct quote from the Dutch Government (IND) website. You will need to prove this, so, documentation, photos, internet chats - start looking now. If you can't do this, then you will need to find a skilled migrant job with an employer who can sponsor your residence permit.

If you have any further specific questions, please come back and ask.

I hope this helps.

To add another very relevant option, being from the U.S., you can do the DAFT visa, should you not be able to get one based on the relationship. This is basically a self-employed visa available specifically to U.S. citizens with its own path (different from other self-employed visas). It's a simplified process, but you will need to open a business in NL and deposit 4500 Euros minimum starting capital. You can message me with any specific questions on that, but you'll first need to move (the process is strictly to be done within the country). Register your address on the BRP - ASAP. You need that for everything else. Then you can work on the other stuff (the business, getting health insurance, etc.). You can always call the IND with questions, they are rather helpful, though you may face long hold times.
