Marriage: Outside of Saudi, Saudi woman, foreign man

Assalamu alaykum,


I am seeking guidance on the marriage procedure for a Saudi woman and a non-resident foreign man (non-GCC) from outside of Saudi. Both are in Bahrain. Both are Muslim. She has an iqama and works in Saudi, but she lives in Bahrain. He does not have an iqama, since he is living in Bahrain.


The online Saudi services are specific to individual provinces 鈥� what does one do when both individuals are outside of Saudi?


I have looked through the forum and looked online but have had trouble finding specific information. Any help would be greatly appreciated.
