please anyone tell me what is reason of visa refusal

betrokken kan zich niet beroepen op de richtijnenvan art 10, $1, a, 1, 4 of 5 of art 10bis $2 naargeiang het geval.van de wet van 15/12/1980 betreffende de toegang tot het grondgebied. het verblijf de vestiging en de venwijdering van vreemdelingen ; gewijzigd door d wet van 8/7/2011 de te vervoegen vreemdeling bewijst niet op afdoende wijze (of legt geen enkle bewijs voor) dat hej over atabiele regeimatige en voldoende bestaansmiddelen beschikt zoals bepaald in artikel 10,$5 om in zijn eigen behoeften en die van zijn familieleden te voorzien en om tevoorkomen dat zij ten laste valien van de openbare overheden

Can I appeal against this decision?
And i want to ask聽 you how long it takes to make a decision after an appeal

Sure that you can. Did you provide them proof of sufficient funds to be in Belgium? Did you provide them the policy insurance covering both?

That's what are they asking you.

BTW on what basis you have applied the VISA D?

If its for family reunification the have you attached your past pay slips and a letter that indicates that health insurance fund (mutuality) will cover the risks for the alien being joined?

Except if you're a self-employee, then you've million of other documents to provide...

Art. 10 is family reunion visa with non-EU or non-Belgian with permanent residence in Belgium.聽 (3rd country with 3rd country)
Art. 10bis is family reunion visa with non-EU or non-Belgian with temporary residence in Belgium

But yes, based on what you've copy/paste, it's clearly a problem with your financial health and the health insurance for your partner (mutuelle / ziekenfond).
So, if that really is the reason of the denial, then it's a dead case... because you probably didn't give the right paper they want or you did forgot some...

You'll only lose time in appeal... and you'll never see a judge before 1 to 3 years...
It will be faster to do a new improved request...
